How to enable or disable open new tab in background on Browser apps?
Below are the steps to do so:

  2. Tap the Menu key then select Settings.
  3. Tap Advanced.
  4. Depending on your current settings, tap Open in background to enable or disable this option. When the box next to this option is ticked means the option is enabled.
  5. Tap the back key to return to the browser page.
  6. Navigate to the certain web pages and try to open links in new tab.

    1. Hi Carlson Jin,
      Thanks for coming.
Sadly to say that the option to open new tab in the background is no longer available in the stock browser app in Samsung Galaxy S4. If you don't mind, you can use other Browser apps that has the ability to open new tab in the background (e.g: Chrome, Firefox, Opera Mini, etc).
